Somebody searching for a provider in Surrey is telling you they will accept anyone covering the area, and that is an organic ranking you can genuinely hold from anywhere.

Why an affluent county is still this cheap to enter

Surrey carries some of the highest commercial search values outside London, and the cost per click on these terms reflects it.
